The two verbs
Those are deliberately different words. A system nobody has been supported to operate reverts, and a leader coached inside a system that still punishes the new behaviour was set up to fail.

Operating the redesigned system, and holding the line while it is still new. Leaders get coached, advised and built up. People do not get fixed.
